David Cameron's devise for a smallest cost for ethanol is formed on injured assumptions and will penalize assuage drinkers rather than bingers, according to a vicious report.
The Prime Minister is set to challenge his Cabinet and plough forward with argumentative skeleton to set a smallest cost of around 45p a unit.
He says a crackdown is essential to understanding with problem drinking, that has caused a swell in liver disease.
