Hein Verbruggen, a boss of a UCI during Armstrong's rise years and
when doping was prevalent in a peloton, refused to criticism Tuesday. The UCI
urged Armstrong to co-operate with a commission.

"I haven't seen a interview. It's all guessing," Verbruggen said. "After
