But by 2007 the alarm bell was sounding louder. Our research unit at Imperial
College, which analyses mortality data, issues NHS trusts with warnings if
their data is showing such alarming patterns as to warrant investigation.

In 2007, Mid Staffordshire Hospitals trust received four such alerts. Now the
supervising bodies changed tack – they moved to discredit the data.

A team of academics known to be sceptical about the value of such statistics,
was commissioned by the health authority to write a report.

They took more than a year to conclude – wrongly – that the problem was “a
statistical issue”.
